OK! I think I have a path forward, but would love someone more knowledgeable to chime in. It looks like the CA smog failures on the transmission side come from reading codes about transmission warnings or errors. I found a writeup (and video linked below) about an 8HP70 swap done to a 2000s era Tacoma in California. He passed smog by getting an ECU from the same year Tacoma with a manual transmission to get around any transmission codes being thrown/stored in the ECU:

For my use case, there is an Erod package meant to run a T56 transmission, and the ECU that comes with it is flashed for that configuration. Sounds logical, but it's just a theory right now.
